It's some kind of subtle malware that only redirects if the Referer header contains "google" or "yahoo" (and maybe others). So it mostly only affects people coming in from search engines but you can replicate it using curl:
curl http://dear-olivia.com/ --referer google
try it a few times and you'll see it redirects to several shady pharmacy sites at random and there's a header indicating it's a PHP script

Even though the real site is completely static, the server has an ancient version of PHP running, which is apparently being utilized by the malware to do the redirects.
